Richard retired in 2021 from the role of Senior Director – Government Affairs at Capita plc. In this role he provided leadership and insight to the Capita Group on engagement and future business activity with Central Government. He has been retained by Capita to Chair Capita’s Smart Meters Data and Communications Company (DCC) and a Capita/ DEFRA joint venture company, Fera Science.
In addition to the above, Richard is the Chairman of the Jersey Government owned Andium Homes which is the dominant provider of social housing on the Island. He is also a non-executive director of Horder Healthcare.
Richard joined Capita in 2012 as the Central Government and Housing Executive Director in its Property and Infrastructure Division. Prior to this, Richard was the Director General, Neighbourhoods at the Department for Communities and Local Government where he was responsible for housing and planning policy in England and for the establishment of the Homes and Communities Agency (now Homes England). Richard was also the Chief Executive of the Peabody Trust from 1999-2003, a major housing association and regeneration agency that operates across London. Richard was the Chair of the National Housing Federation from 2000-2003 and is a past member of the Joseph Rowntree Foundation Housing and Neighbourhoods Committee.He received a CBE in the 2009 New Year’s Honours for his services to housing and planning.
Kush Rawal is Managing Director and Company Secretary of Funding Affordable Homes Housing Association (FAHHA), where he is responsible for the organisation’s strategic leadership, governance, regulatory compliance, asset management and operational performance.
Kush has over 20 years’ experience across the affordable housing sector, having held leadership positions spanning housing operations, development, asset management and organisational transformation. Throughout his career he has worked with housing associations, local authorities and private sector partners to deliver homes, improve housing services and support sustainable growth.
Since joining FAHHA, Kush has played a key role in strengthening governance arrangements, enhancing regulatory compliance and overseeing the organisation’s portfolio of affordable housing assets. He is responsible for leading relationships with key stakeholders including the Regulator of Social Housing, Homes England, local authority partners and institutional investors.
Kush has extensive experience in strategic asset management, partnership working and investment-led housing delivery. He has led a number of complex projects involving portfolio optimisation, acquisitions and disposals, development partnerships and customer-focused service improvements.
He is committed to ensuring FAHHA delivers positive social impact through the provision of high-quality affordable homes, whilst maintaining strong governance, financial resilience and long-term value for stakeholders.
Julia is a highly experienced housing professional with many years of experience at a senior level in the sector.
Former roles include 11 years as Chief Executive/Managing Director of York Housing Association and prior to that Julia worked in housing and regeneration for over 30 years, working with Housing Associations, Regeneration Companies and Local Authorities in the North East of England.
Julia sits on the Board and Audit & Risk Committee of York College and is also an associate with the Housing Diversity Network.

Abdul brings over 30 years of experience in affordable housing, local government, and the third sector. At Abbeyfield Living Society, he plays a key role in overseeing growth, stock retention, and strategic partnerships with Homes England and the Greater London Authority.
He has extensive experience supporting the wider sector through regulatory engagement, governance, and investment delivery. Abdul also chairs the National Housing Federation’s Older Person’s Housing Group and actively contributes to national housing policy focused on older people’s housing and support including with the APPG for Housing & Care Older People, the Older Persons Taskforce and the Housing & Ageing Alliance.
His non-executive director roles have strengthened governance and sustainability across multiple housing associations, demonstrating a deep commitment to delivering quality homes and thriving communities.
James has more than 20 years experience in UK residential and commercial property fund management. He is currently responsible for UK residential at Edmond de Rothschild REIM, across both the private rented and social impact mandates.
Previously he was at Savills Investment Management responsible for two residential funds, alongside a strategic land fund. He also oversaw the full lifecycle of their student hall fund and worked on a number of commercial mandates.
James began his career at Savills where he worked as a surveyor in the affordable housing consultancy and land agency teams. James holds a Masters Degree in Real Estate and Investment Finance from Reading.
Karen has over 30 years’ experience as a planning and housing lawyer. She has worked on transformational riverside regeneration schemes such as Liverpool Waters (the regeneration of the Mersey Maritime Dock and its hinterland) and Battersea Power Station, Imperial Wharf and St George Wharf in London, plus key iconic projects which have included Wembley Stadium, the London Eye and Docklands Light Railway.
Karen has been involved in affordable housing structuring, new product development and delivery throughout her career. She is a trustee of Maritime Belfast Trust and a director of several development related companies. A specialist in reputational risk management, social value and governance, Karen is also a successful mentor and coach in the legal and property professions.
Aled Jenkins joined the FAHHA Board in 2026 and serves as Chair of the Audit & Risk Committee and a member of the Governance & Compliance Committee. He brings extensive experience in financial services, asset management and governance, helping to strengthen FAHHA’s oversight of risk, financial resilience and regulatory compliance.
Aled is a Founding Partner of Windermere IM LLP, a specialist advisory and asset management firm focused on UK residential investment and housing-related assets. Over his career, he has worked across banking, loan portfolio acquisitions and disposals, asset management and investment advisory services, supporting institutional investors, pension funds and Registered Providers.
His expertise includes financial analysis, due diligence, asset performance, governance, risk management and strategic oversight. Aled has a strong track record of helping organisations navigate complex commercial and regulatory environments while maintaining a disciplined approach to long-term value creation and organisational resilience.
As a Board member, Aled contributes independent challenge and assurance, supporting FAHHA’s commitment to strong governance, sound financial management and the delivery of high-quality affordable homes.
